#### Governor Moore Breaks Ground on Odenton Transit Oriented Development Garage

**ANNAPOLIS, MD:** Governor Moore today attended the groundbreaking of the Odenton MARC Station Commuter Garage, advancing the administration’s Transit Oriented Development vision, working to build communities around accessible transit. The project will transform the surface parking lot, on a nearly 13-acre site, into a 1,100-space garage and free roughly 30,000+ square feet to create a walkable mixed-use district with housing, brand-new retail space, public amenities, and neighborhood-serving storefronts.

The Odenton garage project is the first phase in the Odenton MARC station Transit-Oriented Development (TOD), which will eventually introduce 585 multifamily units, including 130 affordable, 20 workforce and 435 market-rate homes, over 180,000 square feet of public amenity space and integrated pedestrian and bicycle pathways that substantially improve access to the MARC Station and surrounding community.

“Our administration is dedicated to building transit accessible communities for Marylanders to enjoy for generations to come,” **said Gov. Moore.** “Soon, it will be easier than ever for Odenton residents to access the reliable and sustainable infrastructure they deserve, and we are excited to take this first step towards connecting our communities through accessible transit that leaves no one behind.”

This approximately $56 million, 1,100-space commuter garage is being financed by Anne Arundel County, led by County Executive Steuart Pittman, and delivered in partnership with the Maryland Economic Development Corporation (MEDCO). The project also received $4 million in federal funding, secured by Senator Chris Van Hollen and Representative Steny Hoyer. Additionally the project received $750,000 in the first round of awards from the Maryland Department of Transportation (MDOT) TOD Capital Grant program. MDOT provided the land on which the parcel will sit on. The commuter parking garage is expected to be completed in Summer 2028.

“Thousands of Marylanders rely on the Odenton MARC Station every day to get where they need to go,” **said U.S. Senator Chris Van Hollen.** “That’s why Federal Team Maryland worked to secure funds in Congress to support the modernization of this station and the surrounding area. This initiative will help ensure the station is more accessible and will be a magnet for greater investment nearby to serve residents and commuters alike.”

“A parking garage might not be the first thing that comes to mind when we think about building stronger communities, but that’s exactly what we’re doing here in Odenton,” **said Lt. Governor Aruna Miller.** “As a transportation engineer, I know that building infrastructure was never the end goal. Building connections was. This project will transform underutilized land into homes, businesses, and public spaces that bring people closer to jobs, education, and opportunity. By connecting housing with transit, we’re making life more affordable, strengthening communities, and building a Maryland where opportunity is within everyone’s reach.”

“Odenton Station is one of MARC’s busiest stations, strategically located along one of the nation’s most active rail corridors connecting the Baltimore and Washington regions and near the State’s largest employment center,” **said Maryland Department of Transportation Secretary Katie Thomson.** “By supporting development around the station, we can improve mobility and safety while creating new opportunities for thousands of residents and commuters, now and for years to come. With Governor Moore’s leadership and Anne Arundel County’s partnership, MDOT committed $750,000 through the Transit-Oriented Development Capital Grant Program, along with State-owned land for the future garage. This investment reflects our commitment to using Maryland’s transportation infrastructure as a powerful tool for advancing economic development.”

"Transformative public works projects are built on strong partnerships," **said Anne Arundel Department of Public Works Director Karen Henry.** "Working alongside our state and local partners allows us to align our long-term goals and deliver high-impact investments like this. Together, we are creating a more connected, accessible, and sustainable regional transit network for everyone."

The Odenton MARC Station TOD project represents the first phase of MDOT’s implementation of the 2024 MARC Penn Line Strategy, a broader effort to promote mix-use, transit-centered communities along one of Maryland’s busiest commuter rail corridors. The broader station area is expected to yield over $270 million in new tax revenue for the state and Anne Arundel County over the next 30 years following a full redevelopment of all three existing surface lots located along east and west sides of the rail corridor.

Odenton is the busiest intermediate station on the Penn Line and the third busiest overall behind Washington Union Station and Baltimore Penn Station. The Odenton MARC station is in an area filled with residential, commercial, and Federal government facilities, all of which drive the station’s high level of ridership.

In November 2025, MDOT announced the selection of joint development partners, Homes for America and Questar Properties, to advance the TOD project at the Odenton MARC Station. Homes for America and Questar Properties work with MDOT, the Maryland Transit Administration (MTA) and Anne Arundel County to transform the nearly 10-acres of the parking lot on the west side of the Odenton MARC Station.

Transit-oriented development supports the [Moore-Miller administration’s State Plan](https://governor.maryland.gov/media/766) to grow Maryland’s economy and create affordable housing. In addition to the TOD project in Odenton, earlier this year, the governor [unveiled the Baltimore Region Transit-Oriented Development Strategy](https://governor.maryland.gov/news/press-releases/governor-moore-advances-transit-oriented-development-baltimore-highlighting-transit-investments-and) and announced the first step toward securing a development partner to develop the North parcel of the Rogers Avenue Metro Station.

The full potential of transit-oriented development requires close coordination and sustained partnership with local jurisdictions, private developers and communities, and the Moore-Miller Administration is committed to working with all partners in order to streamline housing investments near transit stations and unlock the full development potential of State-owned land.
